The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today inaugurates the Fourth Summit of Indigenous Leaders of the Americas (CLIA), held in the framework of activities prior to the VI Summit of Americas in Cartagena de Indias (Colombia), an event highlighting the efforts of the Organization that leads to broaden the participation of social actors in the Summits process, especially indigenous peoples, and to generate trust between Indigenous peoples, society and governments. CA & CEC: Dr. Gilberto Caicedo Arcila presented at the VI Summit of the Americas an important study paper in Cartagena. One of the factors to combat extreme poverty and hunger as one of the central themes of the Sixth Summit of the Americas is the clear fact that in the different countries of the Americas there are innumerable People who lack absolutely everything, who live on the street and therefore do not have a life worthy of a human being. They have no other alterative than to dedicate themselves to the consumption of hallucinogenic substances in order to survive hunger, cold and complete helplessness, leading to their addiction and their degeneration.
